This is Pelargonium 'Chicago Rose'.

This is 'Chicago Rose' scented geranium, Pelargonium 'Chicago Rose'. The foliage is
covered with hairs that release a rose-like fragrance when the leaves are touched.
Scented geraniums are not hardy [USDA hardiness zones 9 through 11]
and are most often used in container gardens. You can find this and a variety of other
scented geraniums near the Knot Garden in the National Herb Garden.
